Location

City of Saint-Antonin, Quebec

Project status

Various studies were conducted from November 2022 until May 2024

Equinox Construction Services was mandated by Winston Hydro Inc. to undertake various studies and reviews as part of the corrective action plan, in accordance with the Loi sur la sécurité des barrages. The scope included an Inspection Calendar, Reliability, Stability, and Geotechnical Classification Studies, as well as updated Dam Safety and overall dam health assessments.

‍

ECS prepared a comprehensive Dam Safety Review report consolidating the work, findings, and recommendations of four consulting firms. ECS also coordinated regulatory requirements, field data collection, and the assessment of future OPEX and CAPEX investments.

The Challenge: Coordinating Multiple Interdependent Dam Safety Studies

One of the main challenges of the mandate was the interconnected nature of the various studies and reviews required as part of the corrective action plan. ECS was required to consolidate and simplify the information generated by multiple studies and consultants to facilitate an efficient and comprehensive review of the dam’s overall condition and safety.

‍

The mandate required coordination of several technical assessments, including the Stability, the Reliability and the Geotechnical Classification Studies, dam health assessments, and the updated Dam Safety Review. ECS integrated the findings and recommendations from four consulting firms while maintaining consistency across the various technical disciplines.

‍

Another key challenge was ensuring that the work remained within the defined project scope while satisfying the applicable laws, regulatory requirements, and dam safety obligations governing the structure.

‍

ECS coordinated the associated field investigations, regulatory requirements, and OPEX/CAPEX planning, providing the owner with a structured and integrated understanding of the dam’s condition and future needs.

Integrating Multidisciplinary Studies for Dam Safety

Managing a dam safety mandate involving multiple technical disciplines requires effective coordination, consistent data, and a clear understanding of how individual assessments contribute to the overall safety of the structure.

‍

For Winston Hydro Inc., Equinox Construction Services coordinated a broad range of investigations and studies, including dam inspections, geotechnical classification and stability assessments, reliability studies, hydraulic and hydrological modeling, and dam failure analysis. Aerial inspections and 3D scanning were also used to support the collection and analysis of field information.

‍

ECS consolidated the results from four consulting firms and integrated their findings into a comprehensive Dam Safety Review. This approach allowed the various technical conclusions and recommendations to be presented in a structured manner, facilitating review by the owner.

‍

The project demonstrates ECS's ability to coordinate multidisciplinary teams, manage complex technical information, and deliver integrated dam safety assessments while maintaining compliance with applicable legislation and project requirements.
