Ogden Dam Statutory Inspection

Client

Individual dam owner

Location

City of Ogden, Quebec

Project status

Completed in August 2021 - Statutory Inspection and Report: Winter 2021

Equinox Construction Services was mandated by the owner of dam X0002706 to undertake a Statutory Inspection of the dam, including a visual analysis of all the components, including but not limited to, the piers, the spillways, the toe of the dam, the rail systems and the intake, the upstream impoundment along with the downstream stretch.

‍

Following this inspection, ECS prepared a Statutory Inspection Report which included, among other aspects, a description of how the inspection was carried out, ECS' observations on annotated photographs, our recommendations with respect to the dam's current condition and status, and finally a preliminary estimate of the construction costs associated with our recommendations.

‍

During the inspection, particular attention was given to elements such as Public Safety Around Dams, environmental protection measures and the structural elements.

Assessing a Dam Without Previous Inspection Records

One of the main challenges of the mandate was the absence of previous inspection records. ECS was therefore required to establish an attestation of the dam's current condition based on the site inspection and available information, while developing recommendations for future maintenance and repair work.

‍

The inspection required a comprehensive visual review of the dam and its associated components and systems. ECS assessed the condition of the piers, the spillways, the toe of the dam, the rail systems and the intake, the upstream impoundment along with the downstream stretch.

‍

The condition of the intake presented an additional challenge. The intake was significantly clogged, which limited the precision of certain observations and consequently the level of detail that could be provided in some recommendations.

‍

The inspection also required consideration of public safety around dams and environmental protection measures, alongside the assessment of structural elements and general dam condition.

Intervention by Equinox Construction Services

Equinox Construction Services carried out a site visit at dam X0002706 in Ogden to visually inspect the dam and assess the health and status of its various components and systems.

ECS documented its observations using annotated photographs and incorporated these findings into a Statutory Inspection Report. The report described how the inspection was conducted, documented the observed condition of the dam and identified recommended actions based on the findings.

ECS also prepared preliminary estimates of the associated construction and repair costs, together with an anticipated timeline for the recommended work.

Because no previous inspection records were available, ECS was also required to provide an attestation of the dam's current condition based on the findings of the inspection.

The clogged intake limited the precision of certain observations; this constraint was taken into account when developing the recommendations and assessing the dam's condition.

Combining Field Inspection With Practical Dam Assessment

A Statutory Inspection requires more than a visual review of individual components. It requires an understanding of how the various elements of a dam function together, how their current condition may affect safety and performance, and what actions may be required to maintain or restore the asset.

‍

For dam X0002706, Equinox Construction Services combined field observations, photographic documentation and technical assessment to establish an attestation of the dam's condition and develop practical recommendations for the owner.

‍

The inspection covered the principal structural and operational components of the dam, while also considering public safety and environmental protection requirements. ECS further supported the owner by translating its findings into preliminary construction and repair cost estimates and a proposed timeline for the recommended interventions.

‍

The project demonstrates ECS's ability to undertake comprehensive dam inspections and provide owners with clear, actionable information regarding the condition, risks and potential maintenance requirements of their infrastructure.

“An effective statutory inspection provides the owner with a clear understanding of the current condition of the dam and the actions that should be considered to maintain its safety and performance.”
