The Challenge: Assessing a Dam Without Previous Inspection Records
One of the main challenges of the mandate was the absence of previous inspection records for dam X0005453. ECS was therefore required to establish an attestation of the dam's current condition based solely on the site inspection and available information, while developing recommendations for future maintenance and repair work.
The inspection required a comprehensive visual assessment of the dam and its associated components and systems. ECS reviewed the condition of the piers, spillway, toe of the dam, access systems, intake, upstream impoundment and downstream stretch, with observations documented through annotated photographs. Particular attention was given to the reinforced concrete structure and the identification of structural defects that could affect the dam's condition and future maintenance requirements.
The condition of the intake presented an additional challenge. The intake was significantly clogged, which restricted visibility and limited the precision of certain observations and recommendations. Despite this constraint, ECS incorporated the available findings into the overall condition attestation and recommendations, while also considering Public Safety Around Dams and environmental protection measures.
Intervention by Equinox Construction Services
Equinox Construction Services (ECS) carried out a site visit at dam X0005453 in Lac-Saguay to conduct a Statutory Inspection of the dam.
ECS documented its observations using annotated photographs and incorporated these findings into a Statutory Inspection Report. The report described how the inspection was conducted, documented the observed condition of the dam and identified recommended actions based on the findings.
ECS also prepared preliminary estimates of the construction and repair costs associated with the recommended interventions, along with an anticipated timeline for completing the proposed work.
As no previous inspection records were available, ECS was required to establish an attestation of the dam's current condition based solely on the findings of the inspection and to support this assessment with appropriate recommendations.
The intake was found to be heavily clogged, which restricted visibility and limited the accuracy of certain observations. This limitation was considered when evaluating the dam's condition and developing the recommendations.
